The Office of Private Sector Relations (OPSR) is a Unit within the Government of St. Lucia, whose mandate it is to implement the Private Sector Development Programme (PSDP).
OPSR also manages, on behalf of the Government, certain incentive schemes targeted at the Private Sector. Those incentives are meant to enhance their capacity for expansion of their services to the public. |

The Private Sector Development Programme (PSDP) is the collective of policy initiatives, project interventions, and technical assistance activities implemented and managed by the Office of Private Sector Relations (OPSR).
The Programme is jointly funded by the Government of St Lucia and the European Union. |

The rationale of the Private Sector Development Programme (PSDP) is to facilitate and promote the necessary public sector/private sector partnership essential to national development and economic competitiveness. |

The OPSR was created in 1998.
The Private Sector Development Programme was initiated in
January 1999.

The Programme is managed and implemented by a team of eight (8) officers, four (4) senior, and four (4) support staff.
The Programme relies on the outsourcing and contracting of a significant proportion of its initiatives. In that way, it hopes to accelerate the growth and development of a cadre of local business support service providers. |

The Programme invites Business Associations, Government Ministries and Quasi Government Agencies, Individuals, Firms, and Groups of Firms to apply for
participation in such activities as issuance of concessions, capacity building, systems
development, product diversification, market development, market diversification, human
resource development, standards development, information technology training.
Currently funding is provided under the SFA 2002 Programme Estimate. Learning from
the experience of the recently completed programmes, the SFA 2002 has been
expanded to include the following types of interventions:
• Direct support to firms in accordance with the established three stage procedures
• Assistance to Small and Medium Enterprises (SMEs) using a cluster approach
• Benchmarking assistance for export oriented firms
• Applications are processed and responded to within no more than ten (10) days following receipt.
• Applicants are short-listed; then they are interviewed; following which selections are made for
approval.
